Thomson Reuters Foundation Opens Applications for Global Consultant Pool to Support Civil Society Resilience

The Thomson Reuters Foundation has officially launched an open call for applications to join a global consultant pool aimed at strengthening the resilience of civil society organisations (CSOs) operating in challenging environments worldwide. This new initiative will provide tailored, practical support to help CSOs navigate shrinking civic space, rising legal and compliance pressures, and changing funding landscapes, while strengthening their long-term sustainability and impact.

About the Initiative

This partner-led programme is designed to support civil society organisations through flexible, scalable consultancy services. The initiative focuses on real-world challenges faced by CSOs, especially those working under legal, political, or operational constraints.

Support combines:

• A structured diagnostic to identify organisational strengths and vulnerabilities

• Targeted specialist consultancy across core organisational functions

• Access to TrustLaw, the world’s largest pro bono legal network connecting CSOs with free legal support

Two Support Pathways

Depending on organisational needs, consultants may be engaged through:

• Virtual Pathway: Short-term, fully remote support focused on diagnostics, prioritisation, and expert guidance

• Hybrid Pathway: Deeper engagement over a longer period, including enhanced assessments and advisory support

Areas of Consultancy Support

Consultants will work with CSOs across one or more of the following areas:

1. Governance – board effectiveness, accountability, leadership, and risk oversight

2. Financial Management & Fundraising – budgeting, donor compliance, reserves, and revenue diversification

3. Legal & Compliance – regulatory readiness, risk management, data protection, civic space challenges

4. Communications & Marketing – strategic messaging, donor communications, media and crisis planning

5. Strategy & Impact – Theory of Change, KPIs, impact measurement, and sustainability planning

6. People & Operations – HR systems, safeguarding, workflows, and performance management

7. Digital Transformation, Cybersecurity & AI – digital maturity, data governance, cyber risk, responsible AI use

Who Should Apply

The Thomson Reuters Foundation welcomes applications from experienced consultants with:

• At least 7 years of professional experience in one or more of the listed areas

• Proven work with CSOs, NGOs, humanitarian organisations, or social enterprises

• Strong advisory and facilitation skills, with a focus on practical implementation

• Experience working in complex, sensitive, or resource-constrained contexts

Additional preference will be given to consultants with recognised specialisms, regional expertise, language skills, and experience in compliance-heavy or high-risk environments.

Contract Details

• Consultants will be added to a pre-vetted global pool

• Engagements are assignment-based, typically ranging from 0 to 20 days

• Work may be delivered remotely or through hybrid models, depending on the assignment
